The news spread quickly, sparking widespread panic among government employees who feared being banned from using the popular AI-powered chatbot, ChatGPT. However, according to an official statement from the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan, the rumors are completely unfounded.

  • The Ministry has stated that the approved Guideline for the Use of AI in the Public Sector is advisory, not restrictive.
  • The document aims to enhance cybersecurity when working with AI technologies.
  • The guideline warns about potential risks related to the processing of personal data and official information, but does not restrict the use of foreign platforms, including ChatGPT.

It seems that the confusion arose from a misinterpretation of the approved Guideline for the Use of AI in the Public Sector, which was actually introduced in 2024.

The Ministry is actively working on developing its own domestic AI solutions, such as the National AI Platform, which provides key tools for government agencies in a secure environment. Some of the notable features of the National AI Platform include:

  1. A translator for Kazakh and Russian languages
  2. An AI assistant for legislation
  3. A language model (LLM) capable of generating responses and analytical materials upon request

These domestic AI solutions aim to provide a safe and secure environment for government employees to work with AI technologies without relying on foreign platforms.

“We are actively developing our own IT solutions and tools to protect sensitive data in government structures,” the Ministry stated. “We are not restricting the use of foreign platforms, including ChatGPT, but rather focusing on enhancing our own cybersecurity measures.”

It’s worth noting that earlier, information about an official ban on the use of the ChatGPT system by civil servants appeared in Kazakhstani social networks, sparking widespread rumors and panic. However, the Ministry has clarified that the approved Guideline for the Use of AI in the Public Sector does not impose a ban on using foreign AI services, including ChatGPT. The Ministry’s decision is seen as a positive step towards promoting the development of domestic AI solutions and enhancing cybersecurity in the public sector. In conclusion, the Ministry of Digital Development, Innovation and Aerospace Industry has done the right thing by clarifying the facts and dispelling the rumors about the ban on ChatGPT. By promoting the development of domestic AI solutions, the Ministry is taking a proactive approach to enhancing cybersecurity and protecting sensitive data in government structures.
